The Need
Many solutions for the developing world rely on cell phone communications. There are many ways that this input can be transmitted - voice calls, SMS/MMS, WAP, WhatsApp, etc. It would be useful for many applications to have an open-source tool that can translate the various forms of input into a standardized XML string that could then be sent to the server of one's choice. This would keep people from reinventing the wheel each time they produce a cell phone-based solution.
Potential Technical Solutions
An open-source tool for converting data and meta-data of cell phone origin into an XML string sent to a server.
